For this case study, I created a fictional consulting company, Stars & Solutions, to present strategic recommendations to the Hartville City Council regarding the Four Oaks Pavilion. Drawing on rhetorical awareness and audience analysis, I branded the company in red, white, and blue to appeal to the values and aesthetics of Hartville, NC. which is a small, likely rural town. This multimodal formal report investigates the ongoing challenges surrounding the development and community impact of the Pavilion, situating the case within a broader national trend of cities investing in open-air concert venues and entertainment districts. Drawing from models like the MIDFLORIDA Credit Union Amphitheatre, the report addresses resident concerns, identifies infrastructural shortcomings, and proposes actionable solutions that aim to balance venue success with neighborhood well-being. Developed with attention to ethical communication, visual design, and usability, the report blends thorough research with infographics and rhetorical strategy to guide stakeholders toward equitable, sustainable decisions.
